3psmars Knowledge Portal is an intellectual, research and professional networking platform. Our aim is to promote exchange and generate knowledge that mutually benefit all users. The mutual exchange means that all members contribute to the body of contents through document depository/upload, creating and writing blogs, discussions forums and groups in different practice areas. Access to shared contents is free for all members, but we are keen on keeping the quality of what goes on the site in line with our objectives of promoting excellence in public policy and management.

The quality and credibility of contents is assured by the vigilance in our moderating and approving proposed posts. We rely on information provided by you to determine our action in this direction. 3psmars Knowledge Portal will not take responsibility for false claims provided in the course of members using the site.

The following terms and conditions apply to all services and facilities on 3psmars Knowledge Portal. These services and facilities include the hosting of articles, blog posts, discussions forums, group activities, as well as documents deposited in our virtual documentation centre/library.


For materials being deposited by their own author:
3psmars Knowledge Portal is a self-archive. 3psmars Web Portal is not responsible for the accuracy of the information provided in deposited documents. Opinions expressed and data provided in deposited documents, blogs, discussion forums and groups and their associated metadata, do not commit 3psmars Web Portal in any way and are the sole responsibility of their authors. Deposited documents, articles, blog posts, photographs are not automatically endorsed by 3psmars Web Portal. The 3psmars Web Portal respects copyright and all documents, articles, blogposts deposited on 3psmars Knowledge Portal remain properties of their authors. In posting materials and their associated metadata, authors declare that the material they deposit is their own intellectual property and grant 3psmars Web Portal the right to store it in the 3psmars data bank and to make them permanently publicly available for free on-line. 3psmars Knowledge Portal does not assume any responsibility if there is a breach of copyright in distributing the documents or metadata.


For materials being deposited by someone other than its author:
In depositing documents, blogposts, discussions and their associated metadata, that are not their own work, the person depositing declares that he/she has been appointed by the author or the copyright holder to deposit the documents in the repository or that the material is in the public domain, and accepts full responsibility for any breach of copyright that distributing these files or metadata may entail.


Creative Commons

Creative Commons is a non-profit organization whose main aim is to establish a balance between the rights of authors, cultural industries and the general public’s access to culture. Creative Commons “provide free licenses and other legal tools to mark creative work with the freedom the creator wants it to carry, so others can share, remix, use commercially, or any combination thereof.” It is the first attempt to provide a valid legal framework for Open Access.

In the upload stage of the deposit, 3psmars Knowledge Portal offers authors, who hold the rights to their works, the possibility of choosing one of the following six available Creative Commons licenses to publish their works:

  • Attribution Share Alike
  • Attribution No Derivatives
  • Attribution Non-Commercial
  • Attribution Non-Commercial Share Alike
  • Attribution Non-Commercial No Derivatives
